The quoted text comes from the rulings related to janaba, or major ritual impurity. The text says
It is unlawful for anyone who must make ghusl to ... to remain in a mosque without wudu (b: and it is lawful if ghusl is made.) (b: Someone drunk, insane, or soiled with transferable filth are prevented from the mosque.) (m: A possible example is a woman whose period ended during Isha`a cleaning herself, making wudu, and going to the mosque to attend a lesson or a gathering)

If you need a paraphrase, try

        It is unlawful for anyone to remain in the mosque if they
    • are drunk
    • are insane
    • are soiled with filth that may transfer to the mosque
    • need to make ghusl, said ghusl would be valid if they made it, and they lack minor ritual purity. In the last cast--in contrast to the others--the person can enter and remain in the mosque if they make wudu to lift the minor ritual impurity. Some possible examples include:
    • A woman's period ends during Isha`a and she wishes to attend the lectures at the mosque on her way home. If she first cleans herself from any menstrual blood and makes wudu, it is permissible for her to enter and remain in the mosque.
    • The only way to reach the only place to make ghusl is by going through the mosque's courtyard, which technically is part of the mosque. It would be permissible to someone needing to make ghusl pass through if they first made wudu.
In sha Allah no one will take this to indicate that the Hanbali madhhab encourages people in the state of janaba enter the mosque. What these rulings do is show that under certain circumstances this is permissible.
