When you say that the Tuhur is a "minimum of 15
days," is it 15 days after the divorce is pronounced, or just a minimum of
15 days b/t her periods regardless of when the man made his
pronouncement.

The minimal amount of tuhr between periods is totally
independent of divorce (so, it's the later of the two you mentioned).
Minimal amounts for the `iddah are typically mentioned not so that we know
the normal `iddah, but rather so we can rule out claims that are too
short.
Please bear in mind that it is 13 days for the Hanbalis and 15 days for
the Shafi`is.
